skip new pbh events in che

During multi_axe developing I've found a bug related to https://git.canopsis.net/canopsis/canopsis/issues/2148

I've found that when pbehavior event occured the entity's context graph changed. The impacts array had elements from depends array, which was not normal.

That was because the new pbh events weren't skipped by engine-che.

It's fixed now and should be merged asap.
